All public construction contracts, as defined in 61 Oklahoma Statutes section 102, shall be awarded to the lowest responsible bidder by open competitive bidding after solicitation for sealed bids. Threshold monetary limits for such public construction contracts, exemptions from the competitive bidding requirement, delegation of authority to approve change orders, the application of such requirements to public trust contracts, and bid solicitation, opening and award procedures shall conform in all respects to the public competitive bidding act at 61 Oklahoma Statutes section 101 et seq., and 60 Oklahoma Statutes section 176(H).
