1-12-3: CUSTODIANS OF PUBLIC RECORDS:
   A.   Official Custodian: The city manager is designated the official custodian of all public records of the city for all purposes related to the Oklahoma open records act.
   B.   Delegated Custodians: The city manager shall have the authority to appoint additional record custodians for the various departments within the government of the city. Upon the city manager appointing additional record custodians, a list of the same shall be filed with the city clerk. Such additional custodians shall include, without limitation:
      1.   City clerk, custodian of administrative, financial, municipal court, utility billing, trust authority and city council records.
      2.   City planner, custodian of records for planning and zoning, board of adjustment, code enforcement, building inspections and community development.
      3.   Chief of police, custodian of police department records.
      4.   Fire chief, custodian of fire department records.
These descriptions and assignments are subject to change without amendment of this subsection.
   C.   Duties Of Additional Custodians:
      1.   Protect public records assigned to them from damage and disorganization;
      2.   Ensure timely and appropriate response to all applications for inspection or reproduction of public records in accordance with the open records act; and
      3.   Carry out procedures adopted by the city for inspecting and copying open public records. (2002 Code § 2.64.040; amd. 2013 Code)
