9-2-5: BUILDING SEWERS AND CONNECTIONS:
   A.   Permit To Connect:
      1.   Permit Required: No unauthorized person shall uncover, make any connections with or opening into, use, alter or disturb any public sewer or appurtenance thereof without first obtaining a written plumbing permit from the community development department.
      2.   Classes Of Permits; Applications: There shall be two (2) classes of building sewer plumbing permits: a) for residential and commercial services; and b) for service to establishments producing industrial wastes. In either case, the owner or his or her agent shall make application on a special form furnished by the city. The plumbing permit application shall be supplemented by any plans, specifications, or other information considered pertinent in the judgment of the community development department.
      3.   Permit, Inspection And Tapping Fees:
         a.   Permit, inspection and tapping fees are on file in the offices of the community development department.
         b.   Should any major sewer line extensions be constructed in the future, there shall be a plumbing tapping fee required for any person with a structure able to be served by the extension. Said plumbing tapping fee is on file in the offices of the community development department.
   B.   Separate Building Sewer Service: A separate and independent building sewer service shall be provided for every building; except, that where one building stands at the rear of another or an interior lot and no private sewer is available or can be constructed in the rear building through an adjoining alley, court, yard, or driveway, the building sewer service from the front building may be extended to the rear building and the whole considered as one building sewer service.
   C.   Use Of Existing Building Sewers: Existing building sewers may be used in connection with new buildings only when they are found, on examination and testing, to meet all requirements of this chapter.
   D.   Construction Requirements: All construction shall be in accordance with the plumbing code currently being observed and enforced by the city.
   E.   Liability For Costs And Expenses; Indemnification: All costs and expenses incident to the installation and connection of the building sewer service shall be borne by the owner. The owner shall indemnify the city from any loss or damage that may directly or indirectly be occasioned by the installation of the building sewer service. (2002 Code § 13.12.050; amd. 2013 Code)
