9-1-5: METERS:
   A.   Required: It is unlawful for a plumber or any other person to make a connection to or use water from the city water system until a meter has been set. All meters installed by the city shall belong to the city. (2002 Code § 13.04.110)
   B.   Installation: All water meters shall be set and connected to the city mains by employees or contractors of the city. (2002 Code § 13.04.050; amd. 2013 Code)
   C.   Damaged Meters; Estimation Of Bill: In all cases where meters or boxes are lost, injured, or broken by wilful action or as a result of carelessness or negligence of owners or occupants of premises, the same shall be replaced or repaired at the expense of the owner or occupant. In case of nonpayment, the water shall be cut off and shall not be turned on until such charges are paid. In the event a meter becomes out of order or fails to register properly, the consumer shall be charged on an estimated basis by the city based on the average monthly consumption during the last three (3) months the meter was in good condition or from what the utility service department may determine to be the most reliable data available.
