The city council shall promulgate, invoke, create, amend and enforce such rules, regulations, and other requirements as it deems necessary or expedient in connection with the use of all recreational facilities owned or operated by the city. Such rules and regulations are made a part hereof. (2002 Code § 12.20.010)
