A. Delegation Of Duties: The city manager has the primary responsibility for parks and recreation in the city, and he or she may delegate such authority to the community development department.
B. Duties:
1. It shall be the duty of the city manager or community development director to carry out the rules and regulations as are promulgated by the mayor and city council and to recommend additional regulatory measures for adoption by the mayor and city council for the orderly use of recreational facilities by the public.
2. It shall be the further duty of the city manager or community development director to recommend additional facilities to the mayor and city council to ensure orderly development of additional recreational facilities as the need arises. (2002 Code § 12.20.080; amd. 2013 Code)
