Police officers shall, upon reasonable cause to believe that a vehicle is unsafe or not equipped as required by law, have authority to inspect any vehicle upon the streets or highways of the city at any time to determine whether it is safe, whether it is properly equipped and/or whether its equipment is in proper adjustment and repair.
