7-8-8: VEHICLE WEIGHT AND LOAD:
   A.   Weight Restrictions:
      1.   No vehicle, regardless of number of axles, with a maximum weight load of forty four thousand (44,000) pounds or greater, laden or unladen weight, shall operate within any residential neighborhood, or upon any streets or highways within such residential neighborhood. "Residential streets or highways" and/or "residential neighborhood" shall be defined as those streets or highways which are not defined as arterial streets or highways and/or section line streets, highways and roadways.       2.   No tractor-trailer or other type of motor vehicle used to transport loads in excess of forty four thousand (44,000) pounds shall be permitted within areas of the city which are not zoned commercial or agricultural.
   B.   Registration Documents Required: All commercial vehicles, as defined by the Oklahoma highway safety code, shall carry with them registration papers and other papers of identification as required and defined by the state of Oklahoma highway safety code. (2002 Code § 10.44.020)
   C.   Securing Load:
      1.   No vehicle shall be driven or moved on any highway or street unless such vehicle is so constructed or loaded as to prevent any of its load from dropping, shifting, leaking, blowing or otherwise escaping therefrom; except, that sand may be dropped for the purpose of securing traction or water or other substances may be sprinkled on a roadway in cleaning or maintaining such roadway when used by vehicles authorized for that purpose.       2.   No person shall operate on any highway or street any vehicle with any load unless the load and any covering thereon are securely fastened so as to prevent the covering or load from becoming loose, detached or in any manner a hazard to other users of the highway. Any vehicle loaded with sand, cinders, or other loose material susceptible to blowing or otherwise escaping shall have such load covered so as to prevent the blowing or escaping of the load from the vehicle.    D.   Exemptions: Residents of the city who are engaged in trucking as a livelihood may park tractors (only) within otherwise restricted areas. Such parking is allowed so long as it is on a hard, impervious surface, dust free areas, and not upon the public right of way. Diesel powered tractors will be permitted a maximum of five (5) minutes for startup/warmup time.
   E.   Violation; Penalty: Any person who violates the provisions of this section shall, upon conviction, be guilty of an offense punishable as provided in section 1-4-1 of this code and as set forth in the municipal bond schedule adopted by the governing body as provided in section 1-11-19 of this code.
