Every vehicle operated upon the streets or highways of the city shall be equipped as required by law, and it is unlawful to operate a vehicle upon a street or highway of the city which is not equipped as required by law. It is also unlawful to fail to use such equipment in the manner required by law or to use it in a manner prohibited by law. It is also unlawful to operate a vehicle which has equipment prohibited by law upon a street or highway of the city. (2002 Code § 10.24.030)
