7-4-8: PASSING AND OVERTAKING VEHICLES:
   A.   Passing Vehicles Proceeding In Opposite Directions: Drivers of vehicles proceeding in opposite directions shall pass each other to the right, and upon roadways having width for not more than one line of traffic in each direction, each driver shall give to the other at least one-half (1/2) of the main traveled portion of the roadway as nearly as possible.    B.   Overtaking Vehicle On Left:
      1.   The following rules shall govern the overtaking and passing of vehicles proceeding in the same direction, subject to those limitations, exceptions and special rules hereinafter stated:
         a.   The driver of a vehicle overtaking another vehicle proceeding in the same direction shall pass to the left thereof at a safe distance, and shall not again drive to the right side of the roadway until safely clear of the overtaken vehicle. (2002 Code § 10.08.080)
         b.   Except when overtaking and passing on the right is permitted, the driver of a vehicle being overtaken shall give way to the right in favor of the overtaking vehicle with or without audible signal and shall not increase the speed of his or her vehicle until completely passed by the overtaking vehicle.
         c.   All motor vehicles, before passing other vehicles from the rear, shall give notice of approach by horn or other signal before passing; provided, that the vehicle shall be required, when signaled, to turn to one side and yield half the road. (2002 Code § 10.08.080; amd. 2013 Code)
      2.   No vehicle shall be driven to the left side of the center of the roadway in overtaking and passing another vehicle proceeding in the same direction unless such left side is clearly visible and is free of oncoming traffic for a sufficient distance ahead to permit such overtaking and passing to be completely made without interfering with the safe operation of any vehicle approaching from the opposite direction or any vehicle overtaken. In every event, the overtaking vehicle must return to the right hand side of the roadway before coming within one hundred feet (100') of any vehicle approaching from the opposite direction.       3.   a. No vehicle shall at any time be driven to the left side of the roadway under the following conditions:
            (1)   When approaching the crest of a grade or upon a curve in the street or highway where the driver's view is obstructed within such distance as to create a hazard in the event another vehicle might approach from the opposite direction. (2002 Code § 10.08.110)
            (2)   When approaching within one hundred feet (100') of or traversing an intersection. (2002 Code § 10.08.110; amd. 2013 Code)
            (3)   When the view is obstructed upon approaching within one hundred feet (100') of any bridge, viaduct or tunnel.
         b.   The limitations of this subsection B3 shall not apply upon a one-way roadway. (2002 Code § 10.08.110)
   C.   Overtaking On Right Permitted:
      1.   The driver of a vehicle may overtake and pass upon the right of another vehicle only under the following conditions:
         a.   When the vehicle overtaken is making or about to make a left turn.
         b.   Upon a street or highway with unobstructed pavement not occupied by parked vehicles of sufficient width for two (2) or more lines of moving vehicles.
         c.   Upon a one-way street or highway or upon any roadway on which traffic is restricted to one direction of movement, where the roadway is free from obstructions and of sufficient width for two (2) or more lines of moving vehicles.
      2.   The driver of a vehicle may overtake and pass another vehicle upon the right only under conditions permitting such movement in safety. In no event shall such movement be made by driving off the pavement or main traveled portion of the roadway. (2002 Code § 10.08.090)
   D.   No Passing Zones:
      1.   The Oklahoma department of highways as regards state and federal highways, and the city council as regards all other streets and highways, are authorized to determine those portions of a street or highway where overtaking and passing or driving to the left of the roadway would be especially hazardous, and shall, by appropriate signs or markings on the roadway, have the beginning and end of such zones indicated. When such signs or markings are in place and clearly visible to an ordinarily observant person, every driver of a vehicle shall obey the directions thereof.
      2.   Where signs or markings are in place to define a no passing zone as set forth in subsection D1 of this section, no driver shall at any time drive to the left side of the roadway within such no passing zone or on the left side of any pavement striping designed to mark such no passing zone throughout its length.
