7-4-5: SPEED RESTRICTIONS:
   A.   Reasonable And Proper: Any person driving a vehicle on a street or highway shall drive the same at a careful and prudent speed not greater than nor less than is reasonable and proper, having due regard to the traffic, surface and width of the street or highway, and any other condition then existing; and no person shall drive any vehicle upon a street or highway at a speed greater than will permit him or her to bring it to a stop within the assured clear distance ahead.    B.   Speed Limits Established:
      1.   Generally: Except when a special hazard exists that requires lower speed for compliance with subsection A of this section, the limits specified in this title or established as hereinafter authorized shall be maximum lawful speeds, and no person shall drive a vehicle on a street or highway at a speed in excess of such maximum limits, as follows: Twenty five (25) miles per hour on any street or highway adjacent to any school between eight o'clock (8:00) A.M. and four o'clock (4:00) P.M. on days when school is in session, except as otherwise required by state authority; provided, that the city council, by ordinance or resolution, may reduce or increase this speed limit, and when it does so, appropriate signs shall be placed on such streets or highways indicating the lower or higher speed limit.       2.   Specific Streets:
         a.   The speed limit on 141st Street between Highway 75 and Elwood Avenue shall be thirty five (35) miles per hour.
         b.   Subsection B2a of this section to the contrary notwithstanding, the thirty five (35) miles per hour speed limit shall be reduced to twenty five (25) miles per hour within school zones as posted.
         c.   On the days when school is not in session and during hours when school is not in session, the speed within the school zone shall be thirty five (35) miles per hour.
   C.   Minimum Speed: It is unlawful for any person to drive at such a slow speed as to impede the normal and reasonable movement of traffic. (2002 Code § 10.08.150)
