7-4-2: RIGHT OF WAY:
   A.   Intersections:
      1.   The driver of a vehicle approaching an intersection shall yield the right of way to a vehicle which has entered the intersection from a different street or highway; provided, that the driver of a vehicle on a street or highway that is not a state or federal highway approaching an intersection with a state or federal highway shall stop and yield the right of way to a vehicle that has entered the intersection or which is so close thereto as to constitute an immediate hazard.
      2.   When two (2) vehicles enter or approach an intersection from different streets or highways at approximately the same time, the driver of the vehicle on the left shall yield the right of way to the vehicle on the right.
      3.   The right of way declared in subsections A1 and A2 of this section are modified at through streets or highways and otherwise as may be stated in this title. (2002 Code § 10.08.330)
   B.   Left Turn At Intersection: The driver of a vehicle within an intersection intending to turn to the left shall yield the right of way to any vehicle approaching from the opposite direction which is within the intersection or so close thereto as to constitute an immediate hazard; but the driver, having so yielded and having given a signal when and as required by this title, may make such left turn, and the drivers of all other vehicles approaching the intersection from the opposite direction shall yield the right of way to the vehicle making the left turn.    C.   Two Or More Vehicles Facing Signals: Where two (2) or more vehicles face stop, slow, warning or caution signs or signals on two (2) or more intersecting cross streets, and are approaching so as to enter the intersection at the same time, where each vehicle is required to stop, the vehicle coming from the right shall have the right of way. Where each vehicle is required to slow or take caution, the vehicle coming from the right shall have the right of way. Where one vehicle is required to stop and the other to slow or take caution, the one slowing or taking caution shall have the right of way. In any event, a vehicle which has already entered the intersection shall have the right of way over one which has not so entered the intersection. (2002 Code § 10.08.370; amd. 2013 Code)
   D.   Emerging From Alley, Driveway Or Building: The driver of a vehicle emerging from an alley, driveway or building shall stop such vehicle immediately prior to driving onto a sidewalk or onto the sidewalk area extending across any alleyway or driveway and shall yield the right of way to any pedestrian as may be necessary to avoid collision and, upon entering the roadway, shall yield the right of way to all vehicles approaching on the roadway.
