It is unlawful for any person to place, or cause to be placed or let fall and remain in or upon any street or highway any scrap iron, nail, tack, glass, stick or other thing which is likely to injure persons or damage property or to render a vehicle unsafe for operation or a street or highway unsafe for traffic.
