7-1-3: APPLICATION OF PROVISIONS; EXEMPTIONS:
   A.   Authorized Emergency Vehicles: The driver of an authorized emergency vehicle, when responding to an emergency call, or in pursuit of an actual or suspected violator of the law, or responding to a fire, may:
      1.   Park or stand without regard to this title;
      2.   Proceed through a stop signal upon slowing down sufficiently to ensure safe travel;
      3.   Exceed maximum speed limits, so long as doing so does not endanger life or property;
      4.   Disregard regulations governing direction of movement;
      5.   Disregard regulations governing turning in specified directions;
subject to the driver to drive with due regard for the safety of all persons. (2013 Code)
   B.   Animals And Animal Drawn Vehicles: Every person riding an animal or driving any animal drawn vehicle upon a roadway shall be subject to all rights and duties created by this title applicable to the driver of any vehicle, except those provisions of this title which, by their very nature, can have no application.    C.   Public Agencies; Military Organizations: The provisions of this title shall apply to the driver of any vehicle owned by or used in the service of the United States government, any state, county, city or other governmental unit or agency, as well as to other vehicles; and it is unlawful for any such driver to violate any of the provisions of this title except as otherwise permitted in this title or by state statute; provided, that this title shall not apply to the military forces of the United States and organizations of the national guard when performing any military duty. Such military vehicles shall have the right of way on any street or highway through which they may pass against all, except carriers of the United States mail, fire engines, ambulances and police vehicles in the necessary discharge of their respective duties. Said mounted military moving in convoy shall have lights burning, with lead and trail vehicles prominently marked, and shall travel, while inside the corporate limits of the city, in compliance with such speeds as are legally posted within the corporate limits of the city and shall maintain a closed interval of not more than seventy five feet (75').    D.   Public Works Employees: Unless specifically made applicable, the provisions of this title, except those relating to reckless driving and driving while intoxicated, shall not apply to persons, teams, motor vehicles and other equipment while actually engaged in work upon the surface of a street, or to persons, motor vehicles and other equipment while actually engaged in construction, maintenance or repair of public utilities; provided, that all highway and public utility operations shall be protected by adequate warning signs, signals, devices or flagmen; but the provisions of this title shall apply to such persons and vehicles when traveling to or from such work.    E.   Postal Vehicles:
      1.   Nothing in this title shall be construed to prevent the vehicles of the United States postal service, while engaged in the business of the service, or the duly authorized and licensed operators of such vehicles in pursuance of their duties from:
         a.   Double parking such vehicles while engaged in collecting and delivering U.S. mail.
         b.   Leaving the vehicle while the motor is running in a double parked condition without a licensed operator therein.
         c.   Using areas designated as "loading zones", "taxi zones" or similar restrictions for the collection and delivery of the U.S. mail.
         d.   Leaving the vehicle parked in an alley where less than ten feet (10') of alley width remains for the use of through traffic.
         e.   The use of designated passenger loading zones.
      2.   However, such exemptions shall apply only for the purpose of momentary stops for mail pick up and delivery. (2002 Code § 10.04.130; amd. 2013 Code)
