1-8-1: APPOINTMENT; QUALIFICATIONS; RESTRICTIONS:
The city council shall appoint a city manager for an indefinite term by a vote of a majority of all its members. He or she shall be chosen solely on the basis of his or her executive and administrative qualifications with special reference to his or her actual experience in, or his or her knowledge of, accepted practices in respect to the duties of his or her office. At the time of his or her appointment, the city manager need not be a resident of the city or state, but if not, he or she shall locate residence in the city during the first year of his or her tenure and shall continue to reside within the city for the remainder of his or her tenure. The city manager may appoint himself or herself, or the council or other authority may appoint or elect him or her, to other offices and positions in the city government, subject to regulations prescribed by ordinance, but he or she may not receive compensation for service in such other offices or positions. Neither the mayor nor any members of the city council may be appointed city manager during the term for which he or she shall have been elected nor within two (2) years after the expiration of his or her term.
