1-6-2: ELECTION AND TERMS OF COUNCIL MEMBERS:
   A.   At the first election held by the city, the council member from ward 1 and the council member from ward 2 shall be elected for terms of four (4) years; the council member from ward 3, the council member from ward 4 and council member at large shall be elected for terms of two (2) years. Every two (2) years thereafter, the successors of those whose terms are expiring shall be elected for overlapping terms of four (4) years, and shall serve until their respective successors have been elected and qualify.    B.   A change in the number of wards or in the boundaries of wards shall not affect the term for which a council member has been elected; and a council member from a ward of a certain number before the change shall continue to be the council member from the ward of that number after the change until his or her term expires, although, in fact, he or she may no longer reside in the ward of that number as newly constituted.
