The city is divided into four (4) wards. When a change in the number of wards is made, the change shall go into effect for the next general election. If the number of wards is increased from four (4) to six (6), the council member from ward 5 shall be elected for a term to coincide with the terms of the council members from wards 1 and 2, and the council member from ward 6 shall be elected for a term to coincide with the terms of the council members from wards 3 and 4.
