1-5-1: COUNCIL-MANAGER FORM OF GOVERNMENT:
The city is under the statutory council-manager form of government and shall have all the powers, functions, rights, privileges, franchises and immunities granted, or which may be granted, by state statute to cities under the statutory council-manager form of government. Such powers, functions, rights, privileges, franchises and immunities shall be exercised by the city as provided by law, or if the manner is not therein prescribed, then in such manner as the city council may prescribe.
