Appropriate office space, furniture, equipment, and supplies as required shall be provided for the office for the emergency management program. Expenditures for these purposes, within the appropriations therefor, shall be made only as provided by ordinance for purchasing by the city. The director shall also, within the appropriations therefor, establish a primary and one or more secondary incident commands, as he or she deems necessary, to serve during an enemy caused or a natural emergency.
