Licenses shall be issued by the city clerk upon application therefor in writing, setting forth the name of the owner and/or operator thereof, and the proposed place of business, and the payment of a license fee as set by the city council. All such licenses shall be for a period of one year; except, that such licenses shall be forfeited and expire at once upon the violation of any of the provisions of this chapter by the owner and/or operator of any such place.
