All monthly sewer charges shall be due and payable from the owner to the city clerk between the first and tenth day of each month for billing from the previous cycle. For new construction, this would be when the service connection has been inspected and approved or when the building being served is substantially completed, whichever is the latest date. Upon failure to pay the same, as prescribed, each user shall pay, in addition to the amount due, a penalty charge of one dollar ($1.00) or ten percent (10%) of charges due, whichever is greater.
