The city may permit the use of the sewerage works by individual properties that are partially or entirely outside the city boundary. Each request for such service must be approved by the mayor and council, and all regulations of this chapter must be complied with by such special sewer user. The sewer user will be considered a special user as long as the property being served remains outside the city boundary. In addition to all other charges and fees as are required to be paid by any sewer user, including industrial users, the special sewer user may be charged a supplemental monthly user charge that will be to reimburse the city for any other costs to the city that are attributable to administering, operating and/or maintaining the said special sewer user service.
