The city may, at any time, inspect all taps and when a connection or fixture is found leaking unnecessarily, unless repaired as directed within twenty four (24) hours after being notified so to do, the water will be shut off, and a charge of five dollars ($5.00) will be made and must be paid before water will be turned on again.
