8-8-10-4: STARTING AIRCRAFT:
No aircraft engine shall be started on any aircraft unless a competent operator is in control of the aircraft and parking brakes have been set or the wheels have been set with blocks that are equipped with ropes or other suitable means for removing such blocks. The engine shall be started, warmed up and run up only in the places designated for such purposes by the airport manager. No aircraft engine shall be started, run or run up unless the aircraft is in such a position that the propeller blast clears all hangars, shops, other buildings, persons, other aircraft and vehicles in the area and the flight path of the landing aircraft.
