No signs or other advertising shall be placed or constructed at the airport or any building or structure or improvement thereon, without the prior approval of the airport manager. No signs or advertising shall be permitted if, in the airport manager's opinion, it is undesirable, unnecessary or in any way creates a safety hazard.
