   A.   User Classes: The following businesses, commercial, educational, and other nonresidential users shall be placed in the user class as defined in the listing below:

      1.   Limited seating defined as less than twelve (12).
   B.   Classified In Two Or More Classes: Business and commercial users classified into two (2) or more classes will be placed in the highest user class, or a combination of classes to be determined by the director of public works.
   C.   Usage Level: Usage level may be reviewed by the director of public works upon request of the business or commercial user, but no more than once a calendar year.
   D.   Director Of Public Works Determination: The director of public works will make the determination of the user class for any business, commercial, educational, or other nonresidential building and other institutions which are not categorized in this article. (Ord. 02-2002, 5-21-2002)
