No license shall be issued or transferred to any person for the sale of liquor, wine or beer unless the location of the place and/or the building in which the liquor, wine or beer is to be sold at retail is approved by a vote of two-thirds (2/3) of the city council, which vote shall be held at a regular session of the city council with all members of the city council present, and after a full hearing upon the application. This section applies to both on and off premises licenses. The decision of the city council shall be conclusive. (1983 Revised Code § 5.02.004)
