The mayor of the city and the board of county commissioners shall, during periods of emergency caused by enemy attack or other catastrophe or disaster affecting the city, jointly direct and control the operations of the city-county organization for disaster and emergency services established in said disaster and emergency services plan. The mayor is hereby authorized and directed to take, during such periods of emergency, such actions as are reasonably necessary to prevent or minimize loss of life or property, in cooperation with said board of county commissioners and the disaster and emergency services director of the county.
