The county and city disaster and emergency services plan is hereby approved. This plan provided for an integrated city-county organization for disaster and emergency services and for operation during periods of emergency and thereby constitutes the most effective and efficient means of meeting the disaster and emergency services needs of the city and its citizens, by making maximum use of the existing agencies and capabilities of local government within the county, supported by volunteers and nongovernmental personnel and resources, to prevent or minimize loss of life and property that could be caused by enemy attack or other catastrophe or disaster affecting the city. The mayor is hereby authorized to approve such revisions of said disaster and emergency services plan as may be reasonably necessary to meet the disaster and emergency services needs of the city and its citizens.
