The regulations and restrictions established in this title have been made in accordance with a comprehensive plan whose purpose is to:
A. Lessen congestion in the streets;
B. Secure safety from fire, panic and other dangers;
C. Promote health and the general welfare;
D. Provide adequate light and air;
E. Prevent the overcrowding of land;
F. Avoid undue concentration of population; and
G. Facilitate adequate provision for transportation, water, sewerage, schools, parks and public requirements.
Further such regulations have been made with reasonable consideration given as to the character of each district and its peculiar suitability for particular uses with a view to conserving the value of land and improvement and encouraging the most appropriate use of land throughout the city.
