All fire hydrants not installed on private lines or systems shall be the property of the water department. Those hydrants installed in newly developed areas shall be the type specified by the water department. All hydrants owned by the water department shall be properly maintained and the said cost of maintenance and operation shall be charged to the city tax rolls where the distribution of costs will be based upon the taxable value of the property.
