10-3-17: DISCONTINUANCE OF SERVICE:
   A.   Customer Discontinuance:
      1.   Notice Required: Every customer who is about to vacate any premises supplied with service by the water department, or who for any reason wishes to have service discontinued, shall give at least twenty four (24) hours' notice thereof to the water department, specifying the date on which it is desired that service be discontinued. Until the water department shall have such notice, the customer shall be held responsible for all service rendered.
      2.   Temporary Discontinuance: Should the consumer desire to discontinue the use of water temporarily, the water department, when notified to do so in writing, will shut off the water at the curb. No deduction in bill will be made for the time any service pipes may be frozen.
   B.   Utility Discontinuance:
      1.   Notice Of Discontinuance:
         a.   Attempt For Compliance: The water department shall not discontinue service to any customer for violation of rules and regulations for nonpayment of bills without first having tried diligently to induce the customer to comply with its rules and regulations, or to pay his bills. A record of such effort shall be maintained.
         b.   Notice: Service shall be discontinued after seven (7) days' written notice has been given to the customer by the utility that bills are delinquent or that violation of rules must cease; provided, however, that where fraudulent use of water is detected, or where the water department's regulating or measuring equipment has been tampered with, or where a dangerous condition is found to exist on the customer's premises, the water may be shutoff without notice in advance.
      2.   Charge For Reconnection:
         a.   Turned Off Due To Violation: Whenever the supply of water is turned off for the violation of rules and regulations, nonpayment of bills, or fraudulent use of water, the water department may make a charge as set forth in its regulations for reestablishing service.
         b.   Turned Off For Nonpayment: After service has been turned off because of nonpayment, service shall not be turned on again until all back water bills have been paid or an agreeable pay arrangement has been made, together with a turn on charge as set forth in its regulations.
         c.   Discontinued At Request Of Customer: If service is discontinued at the request of the customer, the water department may refuse service to such customer, at the same premises, unless it shall first receive payment as set forth in its regulations for the reconnecting charge.
