10-3-16: COMPLAINTS:
   A.   Investigation Of Complaints: The water department shall make a full and prompt investigation of all complaints made to it by its customers. In the event that the complaint is not adjusted, the water department will notify the customer that he has the privilege of appeal to the consumer service representative of the public service commission.
   B.   Billing Disputes: In the event of a dispute between the customer and the utility respecting any bill, the water department shall make forthwith such investigation as shall be required by the particular case and report the result thereof to the customer. In the event that the complaint is not adjusted the water department shall notify the customer that he has the privilege of appeal to the consumer service representative of the public service commission.
