10-3-15: ADJUSTMENT OF BILLS:
In case of a dispute as to the accuracy of a meter, the consumer, upon depositing the estimated cost of making a test, may demand that the meter be removed and tested as to accuracy, in his presence.
   A.   Meter Working Correctly: In case the meter is found to be registering correctly or in favor of the consumer, the cost of such testing and replacing of the meter shall be borne by the consumer.
   B.   Incorrect Reading: In case the meter is found to be recording incorrectly and against the consumer, the amount deposited by the consumer will be refunded and a reasonable adjustment made for overcharges during a period of not exceeding sixty (60) days previous to the demand of the consumer for such test.
   C.   Meter Stopped: In case a meter is found stopped for any reason, so that it is not correctly recording the consumption of water, the water department may average the amount due for the current month, using the past two (2) months as a basis for such average. (Ord. 03-2001, 3-20-2001)
