10-3-14: BILLING INFORMATION:
   A.   Meter Readings: Bills shall show the readings of the meter at the beginning and end of the period for which the bill is rendered, the date of the meter readings, the number of cubic feet or gallons of water supplied, and the authorized rate or approved flat rate.
   B.   Opening And Closing Bills: Opening and closing bills, monthly or quarterly, for water service rendering for periods of five (5) days or more or five (5) days less than the normal billing period will be computed in accordance with the rate applicable to that service, by the amount of water blocks.
   C.   Reading Of Meters: The water department shall normally read meters for all urban customers at monthly or bimonthly intervals. The day of the month for reading any meter as determined by the water department shall as closely as practicable be the same for each reading. The water department at its option and subject to the approval of the city council may read the meters at less frequent intervals if in the opinion of the water department such procedure contributes to certain operating economics, but in no instance shall a meter be read less than once in six (6) months.
   D.   Readings By Customer: In months when meters are not read, the water department may provide the customer with a postcard and request the customer to read the meter and return the card to the water department. If such postcard is not received by the utility in time for billing, the water department may estimate meter readings and render a bill accordingly.
   E.   Delinquency: Each bill shall be delinquent on the thirtieth of each month and service shall be discontinued by the tenth of the following month. (Ord. 03-2001, 3-20-2001)
