10-3-9: ACCESS TO PROPERTY:
   A.   Location Of Meter: The meter must be located where it is easily accessible for reading purposes and repair.
   B.   Remote Receptacle:
      1.   When Required: Where a meter is located inside a home or building where access is not readily available, the water department may install a remote receptacle on the exterior of a home or building accessible for meter reading.
      2.   Location: The location of the remote receptacle shall be determined by the water department for convenience of reading. Receptacles shall not be placed behind any shrub or vegetation and the city may relocate if fences or structure changes block direct access to the receptacle.
      3.   Height: The remote receptacle height shall be determined by the water department but in no case shall it be less than thirty inches (30") above ground level.
   C.   Department Access: The water department with proper credentials and identification shall at all reasonable times have access to meters and other property owned by it on the customer's premises, for purpose of maintenance, operation, inspection, sampling and testing. Where reasonable notice by the water department has been given, neglect or refusal on the part of customers to provide reasonable access to their premises for the above purposes shall be deemed to be sufficient cause for discontinuance of service on the part of the water department.
