10-3-8: LOCATION AND INSTALLATION OF METERS:
   A.   Removal And Replacement Of Obstruction: The removal and replacement of any obstruction which interferes with the installation of the water meter is the responsibility of the property owner.
   B.   Insufficient Space: When insufficient space is available in existing water piping to accept a proper meter installation, the cost of plumbing modifications or special meter setting equipment shall be charged to the property owner.
   C.   New Construction: For new construction, the permittee shall fully install the meter and appurtenances. The meter shall be furnished by the city.
   D.   Leaking Or Defective Water Shutoff Valve: A leaking or otherwise defective water shutoff valve must be replaced in order to facilitate meter installation. The property owner must replace this valve with all costs and installation to be charged to the property owner. Curb box locations and shutoff services to accommodate valve replacement will be provided by the city at no charge during normal working hours.
   E.   Installation: Every displacement meter, compound meter, and turbo meter shall be installed level in a horizontal plane with register or registers facing upward.
   F.   Valve On Inlet Side Of Meter: Every meter setting shall include an approved valve at the inlet side of the meter thereby enabling service or replacement of the meter. It is recommended that a valve be placed on the outlet side of the meter to prevent back flooding during meter replacement.
   G.   Meter Box Or Meter Vault: When required by the water department, an easily accessible outside meter box or meter vault shall be installed by and at the customer's expense on each service line serving each separate building. The location of the meter box or vault shall be designated by the water department. All meter boxes or meter vaults shall be constructed in accordance with plans and specifications approved by the water department and public works director. Pursuant to conditions of this chapter, customer's must keep their meter boxes or meter vaults in good repair and condition at all times.
   H.   Frost Protection: In all cases where meters are installed, the customer shall furnish proper protection from frost or other damage. Cost of parts replaced on meters damaged due to customer neglect or misuse shall be borne by the customer. (Ord. 03-2001, 3-20-2001)
