10-3-2: SERVICE CONNECTIONS:
   A.   Costs:
      1.   Tapping: Where an application for water service has been granted by the water department, the water department shall tap the main up through a two inch (2") service line tap. (Ord. 01-2012, 3-20-2012)
      2.   Service Pipes: All expense of laying and maintaining the service pipes from the mains to the consumer's premises shall be borne by the customer. The water department will specify the kind, quality and the location of all materials used in the service line. The service pipe shall be laid below the final street grade and on the consumer's premises at a depth of six and one-half feet (61/2') to prevent freezing. If shallower at the water main, insulation shall be used to protect the service pipe from freezing until the standard depth is obtained. (Ord. 03-2001, 3-20-2001)
   B.   Service Pipe Materials: Water services three-fourths inch (3/4") through two inches (2") shall be of type K soft copper, or polyethylene ASTM D2737 CTS SDR 9 200 psi NSF certified or better and of copper tube size from the corporation stop (connection to the main) to the curb stop at the property line. The polyethylene pipe shall be of continuous construction in rolls of the manufacturer's standard length. Pipe ends shall be cut square and joined using brass or reinforced insert compression type fittings recommended by the manufacturer. The water service line shall be a continuous run of pipe from the water main to the curb stop, no joints shall be allowed. From the curb stop to the meter valve, any material acceptable under state of Montana plumbing codes is acceptable. (Ord. 01-2014, 4-1-2014)
   C.   Shutoff: Within two feet (2') of the point of service entrance to a building, and from one to three feet (1 - 3') above the floor, an approved valve of good quality and good hydraulic characteristics must be placed so that the water can be readily shut off from the building. Full way gate valves or rotary valves, which include ball, cone and plug types are recommended. However, better quality compression stops or globe valves are permissible. (Ord. 03-2001, 3-20-2001)
   D.   Taps In Excess Of Two Inches; Costs: All expenses associated with making taps in excess of two inches (2") or for extra capacity or special taps for fire lines, lawn sprinkling systems, etc., shall be made at the customer's sole expense. All other such work, such as, but not limited to, any trench backfilling and compaction work and any surface restoration work shall be performed by and at the expense of the person installing the water service line, fire line, or combination thereof in question.    E.   Safe Trench Conditions 1 : The person installing a water service line, fire line, or combination thereof, shall be responsible for providing safe trench conditions for the employees of the city when making a tap to the public water main. Failure to provide safe trench conditions shall be cause for immediate refusal by the water department to perform any such tapping work.
   F.   Water From Other Sources: No person shall make or maintain a connection with any pipes or private services connected with the city water supply system so as to obtain water from any source other than the water supply of the city.
   G.   Inspection: The customer's service pipe and all connections and fixtures attached thereto shall be subject to the inspection of the utility before the water will be turned on, and all premises receiving a supply of water and all services pipes, meter, and fixtures, including any and all fixtures within said premises, shall at all reasonable hours be subject to inspection by any duly authorized employees of the utility. No inspections or taps will be made after regular working hours, on Saturday, Sunday, or city holidays. Persons requesting an inspection and/or tap to the public water main shall be ready to have the inspection and/or tap at the time designated by such persons.
   H.   Curb Box: The curb box shall be set at a location approved by the utility and shall be accessible at all times.
   I.   Service Pipes Passing Through Or Across Other Premises: Service pipes supplying premises shall not pass through or across any premises or property other than that to be supplied, not across any portion of the property that could practicably be sold separately from the immediate premises supplied, and no water pipes or plumbing in any premises shall be extended therefrom to adjacent or other premises. At no time will it be allowed to extend a water service which is intended to supply water to a property facing one avenue of street to another property facing another avenue or street if said water service has to cross a public right of way such as an avenue, street or alley.
   J.   Attachment Of Fixtures: No fixture shall be attached to, or any branch made in, the service pipe between the meter and the distribution system.
   K.   Separate Service Lines: Service pipes shall be so arranged that each separate building and/or house shall be supplied by a separate service line from the city main. A valve or curb stop (with box) shall be installed in each service line so that the supply may be controlled from the street side of the property line. This curb valve and box must be kept in repair by the owner of the premises and easily accessible to city utility crews.
   L.   Ownership; Maintenance: Water service lines, fire lines, or combinations thereof, are owned by the owner of the property served. Said owners shall keep their water service lines, fire lines or combinations thereof, in good repair and condition at all times and in addition to other penalties if not repaired within ten (10) days after receipt of notice by the water department to do so, water service to the property involved may be discontinued. Except as otherwise provided herein, all costs and expenses incidental to the installation of water service lines, fire lines, or combinations thereof, or making connections of same with the public water mains, or making repairs, alterations, or extensions to such facilities, shall be borne by the owners of said facilities. Water service lines, fire lines, or combinations thereof, are nontransferable and shall run with the property originally served by said facilities.
   M.   Permissions Required: No plumber or other person shall make connections with any water main, pipe, or other fixture connecting therewith, connect pipes when they have been disconnected, or turn water on or off on any premises without permission of the water department.
   N.   Permits Issued Only To Licensed Plumbers: Permits for the installation and repair of service pipes shall be issued to regular licensed plumbers only. Such work shall conform with the rules and specifications of the water department, and other ordinances of the city. All water plumbing work shall be under the supervision and subject to inspection of the water department. The works "service pipe" as used in this section shall embrace that potion of the water supply pipe laying between the main and the outlet side of the meter.
   O.   Curb Valves Or Stops: Curb valves or stops shall be provided with a stop to enable the operator to tell whether the stop is full open or closed. The top of the valve may be threaded to attach to the curb box.
   P.   Single Service:
      1.   Multiple Users: Where water is now supplied through one service to several houses, families, or persons such as a trailer court, the water department may decline to furnish water until separate services are provided, or may continue to furnish water under the conditions that one person shall pay for all on the same service, and assume full responsibility for the maintenance and repair of the entire service line.
      2.   Metering Point: Certain multiple building complexes such as trailer courts, apartment complexes, etc., under one ownership may be metered at one metering point at the option of the water department.
   Q.   Trenches: All trenches shall be dug at right angles to the main whenever possible. The trenches shall be of sufficient depth to furnish six and one-half feet (61/2') of cover for the pipe. All excavation, backfilling and compaction shall comply with title 8, chapter 4 of this code for trench backfill and street restoration.
   R.   Inspections; Tests:
      1.   Excavation Permit Required: A permit for excavation shall be obtained from the public works department before any excavation is made in a dedicated right of way.
      2.   Inspection And Approval Required: The public works department shall inspect and approve all water service work for water service pipes two inches (2") and smaller.
      3.   Materials And Installation: All materials and installation shall conform to all applicable codes and statutes.
      4.   Pressure Tests: Before any trench is filled, or pipes covered, all pressure tests shall be conducted satisfactorily.
      5.   Pressure, Leakage And Bacteriological Tests: For fire lines and domestic lines larger than two inches (2") in diameter, pressure, leakage and bacteriological tests shall be conducted in accordance with the "Montana Public Works Standard Specifications", current edition, before acceptance.
      6.   Inspections:
         a.   Water Service Or Fire Line Work: The director of public works, or authorized representative, shall inspect and approve all water service or fire line work for lines larger than two inches (2") in diameter from the water main to the building entrance valve.
         b.   Piping Beyond Entrance Valve: The fire chief or other authorized representative shall inspect and approve all piping beyond the entrance valve.
         c.   Replacement Pavement, Landscaping: The director of public works or authorized representative shall inspect and approve all replacement of pavement, right of way landscaping, concrete curb box, curb and gutter, and sidewalk removed for the construction or maintenance of water service or fire lines.
      7.   Reexcavation: Any trench backfilled before any inspection is conducted will necessitate the reexcavation of the trench. (Ord. 03-2001, 3-20-2001)
