10-3-1: DEFINITIONS:
For the purposes of this chapter, the following terms, phrases, words and their derivations shall have the meaning given herein.
CONSUMER OR CUSTOMER: Any individual, partnership, association, firm, public or private corporation, or governmental agency receiving water service. In the case of property occupied by a tenant, the property owner is and shall be considered the ultimate customer and responsible for payment of service.
CURB BOX: A cast iron or plastic tube like device to provide easy access to curb valves which are located underground.
CURB VALVE: A valve installed in the water service line and accessible for operation from the surface of the ground for routinely interrupting flow through the service line.
CUSTOMER SERVICE PIPE: That portion of the service pipe from the distribution main to the structure or premises supplied, installed at the cost and expense of the customer.
DISTRIBUTION MAIN: Water pipe owned, operated, or maintained by the water department which is used for the purpose of distribution of water and from which service connections with customers are taken.
EXTENSION: The act or process of extending, adding to, or enlarging the city water supply system to provide water service to a customer or a group of prospective customers.
METER: The instrument, including all auxiliary devices and equipment, owned and used by the city to measure the amount of water delivered to a customer.
POINT OF DELIVERY: The point at which the city water supply system connects physically to the customers' facilities, which point is located at the corporation stop which is normally attached to the public water main located in the public right of way that abuts the property to be served.
PRIVATE FIRE SERVICE CONNECTION: One which is attached to fixtures from which water is taken only for extinguishment of fire.
WATER DEPARTMENT: Those who own, operate, or control any plant or equipment, any part of a plant or equipment, or any water right within the state for the projection, delivery or furnishing for or to other persons, firms, associations, or corporations, private or municipal, of water for business, manufacturing, or household use within the limits of the city.
WATER SERVICE LINE: All service pipe, curb stop, curb box, meter box, or vault, backflow prevention device, pressure reducing valve, inside piping, appliances, and other apparatus on the customer's side of the point of delivery, except the water department's water meter and any other equipment owned by the city.
WATER SUPPLY SYSTEM: Any devices, facilities, structures, equipment, land or works controlled by the city for the purpose of the processing, treatment, transmission, storage, distribution, pumping and measurement of water supplied to customers. (Ord. 03-2001, 3-20-2001)
