10-1-1: OPERATION AND MAINTENANCE OF SEWER SYSTEM:
   A.   Rates Established: For the purpose of providing adequately for the operation and maintenance of the municipal sanitary sewer system, for the making of necessary capital improvements and additions thereto and the payment and security of all bonds issued to finance such improvements and additions, and for the depreciation and replacement of parts thereof required to maintain it in efficient operation condition, the rates and charges set forth in this chapter are established and directed to be paid as their joint and several obligation, by the owners and occupants of each and all premises to which the service of said system is furnished or made available.
   B.   Modification Of Rates: The right is reserved to modify said rates and charges by the administrative procedure herein set forth; provided that as so modified they shall always be sufficient in each year to provide income and revenues adequate for the payment of the reasonable expense of operation and maintenance and for the payment of the sums required to be paid into the sinking fund and for the accumulation of such reserves and the making of such expenditures for depreciation and replacement of said system as shall be determined necessary from time to time or as shall have been covenanted in the ordinances and resolutions authorizing the outstanding bonds.
