All sidewalks laid, constructed or reconstructed on any street shall be uniformly constructed of concrete four inches (4") thick, poured in place, and such concrete and construction shall conform to specifications set forth in the most current edition of "Montana Public Works Standard Specifications" for concrete sidewalks and structural concrete.
