7-4-6: DISCHARGE OF FIREWORKS RESTRICTED:
   A.   Except as permitted in subsection B of this section, no person shall combust, detonate or display any kind of fireworks within the city limits. Any person committing such an offense shall be deemed guilty of committing a misdemeanor punishable by a fine of not less than twenty five dollars ($25.00) and not exceeding five hundred dollars ($500.00) or imprisoned for a term not to exceed six (6) months, or both.
   B.   The city council, at a time as designated in section 1-6-6 of this code, shall determine by resolution the appropriate permissible times of detonation, combustion or display of legally authorized fireworks within the city limits. The resolution must be approved no later than fifteen (15) days prior to the permissible time periods authorized for the use of fireworks. Failure of the council to pass such a resolution for a specific year, in an appropriate timely manner, will revert the prior year's resolution as current policy for the present year.
