7-4-4: PUBLIC DISPLAY:
   A.   Permit Required: A permit for a public display of fireworks shall be issued by the city fire chief. No such permit shall be issued if it appears from the information available to the fire chief that there are substantial dangers to people or property due to the location, the fireworks proposed to be used and the procedures to be used.
   B.   Examination For Permit: No person shall discharge fireworks at any public display without a permit therefor issued by the fire chief. The city fire chief shall issue the permit if the applicant demonstrates an ability to provide a safe fireworks program.
   C.   Indemnification: Any person who applies for such a permit, as a condition therefor, shall agree to indemnify and hold harmless the city for any damages caused as a result of such public display.
   D.   Bond; Certificate Of Insurance: No person, firm or corporation shall discharge fireworks at any public exhibition held pursuant to a permit issued as provided herein unless he shall have furnished a bond or certificate of insurance in the amount of one million dollars ($1,000,000.00) for the payment of all damages which may be caused either to a person or persons or to property by reason of the permitted public exhibition and arising from any acts of the person so obtaining a permit, his agents, employees or subcontractors.
