(A)   Public proceedings. No action by the Commission shall have legal effect unless the motion for the action and the vote by which it is disposed of take place at proceedings open to the public.
   (B)   Annual meeting. The annual meeting of the Commission shall be the first regular meeting in the month of April of each year. Such meeting shall be devoted to the election of officers for the ensuing year and such other business as shall be scheduled by the Commission.
   (C)   Regular meeting. The regular meetings of the Commission shall be held in the city hall on a date at an hour decided at the Commission’s annual meeting. At such meetings, the Commission shall consider all matters properly brought before the Commission. A regular meeting may be cancelled or rescheduled by the Commission at a prior meeting, or if there is no quorum of members present.
   (D)   Special meeting. Special meetings of the Commission shall be held at a time and date designated by the officer calling the special meeting. Notice shall be given to all members not less than 24 hours in advance thereof. Notice shall be made public. Notice shall be given to the City Recorder.
