The Council shall have full power and authority to abandon and rescind proceedings for improvements undertaken hereunder at any time prior to the final consummation of the proceedings. If liens have been assessed upon any property prior to the abandonment, any amount of the lien in excess of the benefit conferred on the property shall be canceled, and any excess payments made thereon shall be refunded to the payor, their assign, or legal representative.
