When the reassessment is duly made it shall be entered in the city lien docket. All provisions for bonding and paying by installments shall be applicable, and the city liens shall be enforced and collected in the manner provided for collection of liens for an original improvement. All sums paid upon the former assessment or any previous reassessment shall be credited to the property on account of which it was paid and as of the date of payment.
