§ 150.40 PERSONAL NOTICE TO EACH OWNER; RIGHT TO FILE OBJECTIONS.
   The Recorder shall, within five days after the first date of publication of the notice, mail or personally deliver to the owner of each lot affected by the proposed reassessment, or to the agent of the owner, a notice of the proposed reassessment, stating the matters set out in the printed notice and also the amount proposed to be charged against the lot. If the address of the owner or owner’s agent is unknown to the Recorder, the Recorder shall mail the notice addressed to the owner or the owner’s agent at the city where the property is located. Any mistake, error, omission, or failure with respect to the mailing shall not be jurisdictional or invalidate the reassessment proceedings. The owners of any property included in the description of the printed notice, or any person having an interest in that property, may, within ten days from the day of last insertion of the printed notice, file in writing with the Recorder objections against the proposed reassessment.
