All annual licenses issued under the provisions of this chapter shall expire on December 31 in the year when issued. All other licenses shall expire on the date specified in the license. Any licensee holding an expired license shall, in order to obtain a new license, make application therefor and follow all of the requirements of this chapter as fully as if no license had ever been issued to him or her.
