§ 91.99 PENALTY.
   (A)   Any person violating any provision of this chapter for which no penalty is prescribed shall be subject to § 10.99.
   (B)   (1)   A person violating any of the provisions of §§ 91.01 through 91.12 shall:
         (a)   Upon the first occurrence, be punishable by a civil fine not to exceed the sum of $150;
         (b)   Upon the second occurrence thereof, be punishable by a civil fine not to exceed the sum of $300; and
         (c)   Upon the third or further occurrences thereof, be punishable by a civil fine not to exceed the sum of $300.
      (2)   Each day’s violation of any provisions of §§ 91.01 through 91.12 shall constitute a separate offense, punishable as set forth in this division (B).
   (C)   (1)   Any person (including owner or other person having custody and control of a premises) who shall fail, refuse, or neglect to comply with the provisions of §§ 91.25 through 91.37 or who shall otherwise violate the terms of §§ 91.25 through 91.37, shall be punished by a fine not to exceed $100.
      (2)   In addition to the penalty described in division (C)(1) above, the City Council shall, on the refusal or neglect, have the power and authority to cause the number of the building to be placed thereon, the cost thereof to constitute a lien upon the property and to be entered and collected as any other lien.
