The applicant shall agree to pay the cost of replacing streets or alleys excavated for the purpose of making the sewer connections covered by the permit. Costs shall be paid in advance in accordance to rates established by resolution, from time to time, regulating street cuts and establishing reasonable rates for the replacement of the same. The widest cut at any one point shall be considered the width of the cut. The city shall make all street and alley cuts and replace the same.
